literacy level are going down, why?

Nowadays in third world countries, with increasing population and limited school facility children are getting less and less opportunity to get proper eduction and learn to read and write.

However in the developed countries, it's just the opposite where schooling is provided by the state and it is mandatory to attend schooling to an age of 16 in hence literacy has improved.

Although in developed countries, more and more people are getting less interested in reading and writing due to TV and internet and hence these skills slowly disappears
